What's being proposed?

An application has been received to amend the Service Districts (CS-1) zone to allow a medical clinic and pharmacy at 141 E Columbia Street. This proposal aligns with the Official Community Plan, which supports commercial uses and medical-related uses at this location. There are two commercial units on the site, and the proposed new use would take occupancy of one of the commercial units at the end of the current tenant’s lease.


How can I engage?

There are multiple opportunities for the public to provide feedback through the application review process. The process typically includes applicant-led consultation, review by City committees and City-led engagement. The review process is iterative and revisions are considered, based on engagement feedback, throughout the process.

City-led engagement closed in October. There are no current opportunities for engagement, but more information will be posted here when it is available.

    Options for comment through the City-led engagement included email, mail, telephone and a survey. The feedback received has been reviewed by staff and provided to the applicant to address. No personal information provided in the feedback was publicly released. Written comments will be made publicly available in a future report to Council. A Public Hearing may be scheduled in the future, if determined by Council.

    What we Heard

    During the City-led consultation, we received 87 survey responses and 26 emails. Of the total responses received, 7 were in support and 106 were not in support. There were two primary concerns. The first was the loss of existing restaurant tenant Greens & Beans, which is valued for its food, long-standing presence in the community, and history of charity work. The second was the high number of existing pharmacies and medical establishments and the potential loss of business diversity in the neighbourhood.

    Who we Heard From

    Of the survey respondents, 86/87 provided demographic information. Of these respondents, 93% lived in New Westminster and 50% lived in Sapperton. People aged 35-49 years old were overrepresented, and people under 19 and over 40 were underrepresented. There was a similar representation of people aged 20-34. Renters were underrepresented and homeowners were overrepresented.
