Project Update, May 31, 2022: A Public Hearing was held on May 30, 2022, after which Council supported the Heritage Revitalization Agreement and Heritage Designation Bylaw. What's being proposed?

A Heritage Revitalization Agreement (HRA) has been received for 328 Second Street, a property in the Queen’s Park Neighbourhood. The HRA would protect and restore the existing 1889 house while allowing subdivision and construction of a new 208 sq.m. (2,243 sq.ft.) house on the new lot. The proposed lots would be approximately 341 sq.m. (3,678 sq.ft.) for the heritage house and 416 sq.m. (4,487 sq.ft.) for the new infill house. The heritage site would front Second Street and the infill site would be located behind with a panhandle, which would be used as a shared driveway.

The primary Zoning Bylaw relaxations proposed through the HRA include smaller lot sizes, setbacks, lot width, shared vehicle parking/access, and higher density for the heritage house. In exchange for development, the principal benefits proposed by the project include restoration and legal protection of the heritage house, provision of two family-friendly dwelling units, inclusion of a rental secondary suite, retention of on-site trees and enhancement of the Second Street frontage streetscape.

Based on the feedback received during the applicant-led engagement, the applicants worked with the City to revise their drawings to reflect the community’s comments. Click here to view the revised drawings of the proposed project. You can also review drawings of the original proposal here.

How can I engage?

There have been multiple opportunities for the public to provide feedback through the application review process. The process included applicant-led consultation and review by City committees. The review process has been iterative and revisions were considered, based on consultation feedback, throughout the process.
