The City of New Westminster is updating its Parks and Recreation Plan! Share your input to help shape future priorities and investments in parks and recreation facilities, services, and programs for the next 10 years, while also describing a future vision to 2050. This plan will have an impact on all residents in New Westminster. Called the Parks and Recreation Comprehensive Plan, it has successfully shaped the delivery of parks and recreation services over the last 15+ years. The plan is now in need of an update to help the City improve recreation facilities, programs, and services across New Westminster over the next 10 years, while also describing a future vision for parks and recreation to 2050.Guiding principles Our parks and recreation amenities, facilities, programs, and services aim to be accessible, inclusive, safe, and welcoming to all. The following principles will guide the updated Parks and Recreation Plan to meet a wide range of community needs. We encourage you to think about what these mean to you when sharing your input:Diversity, equity, inclusion, and anti-racism: How can parks and recreation be more welcoming to people of diverse backgrounds and experiences? (e.g. income, gender, culture, race, age, ability, body type, etc.)Truth towards reconciliation: How can New Westminster better integrate local First Nations values, culture, stories, and art in parks and recreation? People, Parks, and Play: Connections for All

Project update: The survey deadline has been extended until end-of-day on May 6, 2024. Click here to share your input!For several years, the City of New Westminster has offered civic grants to community groups to support their efforts to bring liveliness to the community and services to local residents. Annually, the City gives out approximately $975,000 in grants, which includes both cash awards and in-kind awards of City services that have a cost attached to them, such as street closures, rental space in City facilities, permits, etc.In 2019, the grants program underwent a comprehensive review to streamline the process and criteria. This review resulted in the City organizing the program into three types of grants, called portfolios, which are:Grants for Living, aimed at community livability and social inclusion. For example, programs that help seniors connect with their neighbours.Grants for Involvement, aimed at social and cultural vibrancy. For example, a street food festival.Community Economic Activators, which are grants that support economic development. For example, grants for a business or tourism association.Only community groups are able to apply for a civic grant – businesses and individuals are not eligible. Community groups may only make one application per grant intake, which means they need to put all of the programs they want to request funding for into one application. The City uses an online program to receive the applications, which are then reviewed by one of three committees (one for each portfolio, as listed above). The grant committees, which are made up of community members, decide which applicants receive a grant. Mayor and Council do not decide who receives grants.The City’s Grants Policy outlines in more detail how the process works, and the Grants Criteria are updated every year to outline what grant proposals are eligible. Usually, the grant committees prioritize applications from New Westminster-based organizations but they will consider applications from organizations not in New Westminster that have a significant impact on New West residents. Each year, the City receives grant requests well above available funding, so some applications are declined.Interested in learning more about the City's grants program? Please visit the webpage here.Reviewing the grants program in 2024Now, to continue to adapt and respond to the community’s needs in a post-pandemic world, the City is considering some refinements to the grants program. We are reviewing the criteria, process, and administration of the civic grant program to continue to support the community while also aligning with the City's Strategic Priorities Plan.We are asking community members and grant applicants to provide feedback, including through a survey, to help shape some of the refinements we plan to make.What is the survey about?We want to hear from community members and those who represent community groups that may be eligible to apply for grants. Survey questions ask for your thoughts on how the City should prioritize grant requests, and how the City should fund the grant budget. Other questions for those who represent a community group cover topics related to the application process, grant criteria, and reporting procedure.Depending on which user group you may fall into, the survey will take between five and 15 minutes to complete. The survey will be open until end of day April 29, 2024.Next StepsIn addition to the survey, engagement will include a focus group for community groups and a discussion with the City's Arts, Culture, and Economic Development Advisory Committee. For more information on the focus group, which is not yet scheduled, please email grants@newwestcity.ca.City staff are also conducting a municipal scan to gather best practices from other communities. Once these activities are complete, staff will make recommendations to Council for changes to the City's grants program. Staff anticipate going to Council with recommendations in July.

Civic Grants Program 

Project Update April 2024: City-led consultation was held from April 2 to 23, 2024. The feedback received is being reviewed by City staff and will be considered by the applicant. Staff will present the results of the City-led consultation to Council. This was the final opportunity for public comment on the [revised design] before it is presented to Council. What's being proposed?The City has received a rezoning application (Zoning Bylaw amendment) for 310 Blackley Street. The applicant is proposing to rezone the property from M-1 (Light Industrial Districts) to RT-3A (Queensborough Townhouse Districts) to align the property with the Queensborough Eastern Neighbourhood Node Master Plan. The Master Plan and the Queensborough Community Plan designate 310 Blackley Street as RM (Residential – Multiple Unit Buildings). The current M-1 zoning is inconsistent with this designation, and a rezoning application is required to bring the property into alignment with the Master Plan and Community Plan.The purpose of the rezoning is to align the zoning for 310 Blackley Street with that of the neighbouring properties, so it can be developed in accordance with the Master Plan at a later date through a Development Permit review. Demolition of the existing house, which was built in 1915, would be required to facilitate future development.The proposed RT-3A (Queensborough Townhouse Districts) zoning would permit a residential townhouse development on this site. Under this zone, three-storey townhouse units would be permitted.What is the Queensborough Eastern Neighbourhood Node Master Plan? The Queensborough Eastern Neighbourhood Node Master Plan was created to guide the development of properties within the area and includes parks, greenways, streetscape plans, and public realm design guidelines. The Plan was approved by Council in 2016 after consultation with the community, property owners within the plan area, the Queensborough Residents’ Association, the Advisory Planning Commission, and the New Westminster Design Panel. Click here to learn more about the Queensborough Eastern Neighbourhood Node Master Plan.City-led ConsultationCommunity engagement was conducted during development of the Queensborough Eastern Neighbourhood Node Master Plan, and the community played a key role in shaping the plan for this neighbourhood. While the proposed rezoning is consistent with this plan, we have asked the community to submit any comments they might have about the proposed rezoning. The City-led consultation was held from April 2 to 23, 2024. The feedback received is being reviewed by City staff and will be considered by the applicant. 310 Blackley Street

What's being proposed? Official Community Plan (OCP) amendment, rezoning, and Development Permit applications have been received for 805 Boyd Street (Queensborough Landing Shopping Centre site). The applicant is proposing to subdivide off a 1.09 acre parcel in the southeastern corner of the Queensborough Landing site to facilitate the development of a 12,241 sq. m. (131,766 sq. ft.), four-storey self-storage building, with a floor space ratio (FSR) of approximately 2.78. The facility would include approximately 1,081 climate-controlled storage units. The proposed new parcel would contain 20 vehicle parking spaces, three loading spaces, and four short-term bicycle spaces. Site access would be secured by means of shared access easements with the larger Queensborough Landing site. The proposal would require demolition of a portion of existing building “F” (as shown on the first page of the proposed drawings). The OCP amendment and rezoning would apply only to the subdivided parcel and would not change the land use designation on the remainder of the Queensborough Landing site.Click here to view drawings of the proposed development.Note: This is one of two separate applications underway at the Queensborough Landing Shopping Centre site (805 Boyd Street). 805 Boyd Street (Storage Facility at Queensborough Landing)

Project Update: July 26, 2023: City-led Consultation for this project has now concluded. Feedback received from the community will be shared back here, and with Council as they consider this application for first and second reading later this year. What&#39;s being proposed?A rezoning application has been received to allow construction of a duplex at 926 First Street consistent with the <a href="https://www.newwestcity.ca/database/files/library/DUPLEX_TRIPLEX_AND_QUADRAPLEX___INTERIM_DEVELOPMENT_REVIEW_POLICY.pdf" rel="noopener noreferrer" target="_blank">Duplex, Triplex and Quadraplex: Interim Development Review Policy</a>. The duplex would have a proposed Floor Space Ratio (FSR) of 0.61. Both of the proposed units would be stratified, side-by-side, ground-oriented, and family-friendly with four bedrooms each. Secondary suites and/or a laneway house would not be permitted on the property.The proposal includes a total of two off-street parking spaces in a detached carport at the rear of the site, accessed via the lane.The proposal is to rezone the property from Single Detached Residential Districts (RS-1) to a Comprehensive Development (CD) District to facilitate the project.<a href="https://www.beheardnewwest.ca/37372/widgets/154265/documents/108634" rel="noopener noreferrer" target="_blank">Click here to view drawings of the proposed development.</a> How can I engage?City-led consultation on the project has now concluded. The City-led consultation is intended to offer an opportunity for public input before the project proposal is finalized and presented to Council for consideration.This City-led consultation could potentially take the place of the Public Hearing. When Council considers this project for approval, they will decide if a Public Hearing is needed.The final staff report to Council will include a summary of the feedback received during the City-led consultation process, as well as any feedback submitted directly to staff during the project review process. This report is anticipated to be presented to Council in fall 2023 and will be posted on this page once it is available.The review process is iterative and revisions are considered based on consultation feedback throughout the process. Final revisions will be made prior to the project being presented to Council for consideration.
