Project Update: November 28, 2025:
The applicant has refined drawings based on initial feedback and is hosting an applicant-led open house for the public to learn more about the proposal, meet the project team, and share feedback on the application.
An open house will be held on Wednesday, December 10, 2025 from 5 - 7pm at Anvil Centre (777 Columbia Street).
Feedback can also be provided to the applicant through their website until December 17, 2025.
What is being proposed?
Rezoning and Special Development Permit applications have been submitted for 611 Agnes Street in the Downtown neighbourhood.
The proposal is for a 37-storey mixed-use development; consisting of 323 secured market rental units, a 37-space not-for-profit childcare facility, 2,898 square metres of office space, and 907 square metres of ground-floor retail space, which includes 467 square metres specifically for a restaurant.
A publicly accessible outdoor space, that would be privately owned and maintained, is also proposed at the corner of Agnes and Sixth Street (approximately 52 square metres).
The proposal has an overall Floor Space Ratio (FSR) of 11.86, of which 7.93 FSR is residential, 1.19 FSR is office, 0.37 FSR is retail and 0.22 FSR is childcare.
The site is located within Tier 2 of a Transit Oriented Development Area, and is approximately 250 metres from Columbia Street SkyTrain Station. 221 off-street vehicle parking spaces are proposed, with 117 of those allocated to residential units. The remaining 17 spaces would be allocated for visitor parking, 76 allocated to the commercial uses (retail, office), and 8 allocated to childcare.
The application is consistent with the property’s Official Community Plan designation and would rezone the site from C-4 (Downtown Mixed Use Districts – High Density) to a site-specific Comprehensive Development (CD) zone.
How can I engage?
There are multiple opportunities for the public to provide feedback through the application review process. The review process is iterative and revisions are considered, based on engagement feedback, throughout the process. The process will first involve applicant-led consultation, review by City committees, followed by revisions based on the feedback, and then City-led consultation, before being presented to Council for consideration of approval.
