What is being proposed?

A Rezoning application has been received to allow a licensed cannabis retail location at 260-800 Carnarvon St. This rezoning is intended to allow for the relocation of the applicant’s existing, licensed cannabis retail business from 540 Ewen Avenue. The applicant is requesting to relocate because the provincially operated BC Cannabis Store in Queensborough Landing has negatively impacted their business on Ewen Avenue.

The hours of operation of the retail store would be Monday to Sunday, 9:00 am to 11:00 pm. In support of the application, the applicant has submitted materials including a Security Plan provided by a Certified Protection Professional (CPP); a detailed description of and implementation plan for the operation’s legal age and impaired patron identification policies; and a detailed description of and implementation plan for how nuisance behaviour (including consumption outside the location, odours from ventilation, noise, etc.) would be addressed.

The proposed location at 260-800 Carnarvon St would be largely permitted by the Cannabis Retail Rezoning Policy; however, there is one way that the proposal does not follow the policy, as it would create a second cannabis retail location in the Downtown neighbourhood.

The proposal is consistent with the site’s Official Community Plan land use designation of Mixed Use – High Density (MUHD).

Council initially considered the relocation of this cannabis retail store on December 16, 2024. This rezoning application has been submitted as a result of their direction. The adopted motion states:

  • THAT Queensborough Cannabis Co. be advised Council would further consider a rezoning application to relocate their operation to a location within the Downtown area.

How can I engage?

City-led Consultation offers the public the opportunity to provide feedback through the application review process. The review process is iterative, and revisions will be considered based on consultation feedback. The process typically includes City-led consultation, followed by revisions based on the feedback, before being presented to Council for consideration of approval.
