What is happening?
Located on the south slopes of the West End neighbourhood, Grimston Park has long served generations of the community by providing recreation, social and ecological value. It serves as a destination for residents across New Westminster and visitors from neighbouring cities, supported by strong connections to bike routes, greenways, and public transit, along with a diverse range of amenities and natural features.
The neighbourhood around 22nd Street SkyTrain Station is growing, and the demand for recreation and park space in the West End neighbourhood is expected to increase. To support this anticipated growth, the City is developing a Master Plan to guide the future of Grimston Park. This plan will serve as a roadmap for improvements over the next 20+ years, and we want your input to get it right!
What is a Master Plan?
A park Master Plan is a planning document that guides the vision, design, development, and management of a park over time. It is not a construction plan, but rather a vision that will be implemented over time as funding becomes available and the community’s needs evolve. The creation of a Master Plan ensures the park continues to serve the needs of the growing neighbourhood, residents in New West, and regional visitors alike.
The Grimston Park Master Plan will help the City make decisions about this park for the next 20+ years, focusing on:
- Park Improvements - Evaluating existing features - such as the playground, water play feature, and sport courts and playing fields - to identify opportunities to renew, remove or replace them to better meet community needs.
- Future Amenities - Identifying new opportunities for recreational activities and community spaces.
- Long-term Management - Ensuring the park’s footprint is used efficiently to accommodate more people as the neighbourhood grows, while keeping it well-maintained and inviting.

Park Strategies & Plans
Guiding Objectives
The Master Plan will set a long-term vision for the park, and guide future decisions about investments and improvements. The Plan will focus on three guiding objectives that were developed through an analysis of the City’s strategic goals, including the Parks and Recreation Comprehensive Plan and 22nd Street Station Area Bold Vision, and an evaluation of the unique needs of this growing neighbourhood:
- Make the most of the park space we have. As New Westminster continues to grow with limited land available, the Grimston Park Master Plan will look at how the existing park space can be optimized to support recreation, nature, and other community needs to maximize the park space that’s available.
- Create a balance of park uses. Parks serve many purposes. The Plan will aim to balance quiet green spaces and ecological areas with places for recreation, activities, and social gathering.
- Make the park welcoming and accessible for everyone. The Plan will consider the diverse needs of our community so that Grimston Park is inclusive, accessible, and enjoyable for people of all ages, abilities, and backgrounds.
What is open for influence?
While certain areas in the park have been decided for the Master Plan, several other areas and amenities are open for influence and require community input. We want to hear from you on how the proposed amenities below would best support your desired uses and activities, and your needs as a park user. We are seeking your feedback on the following changes:
The two illustrative concepts show the proposed layouts and features of the park. They were developed through an analysis of the City’s strategic goals, and respond to the unique needs of this growing neighbourhood. They help us see how the proposed ideas and amenities might look on the ground. As you review them, keep in mind:
- We want to know which concept you prefer and why it resonates with you the most.
- The final Master Plan might look like Concept A, Concept B, or a "hybrid" that combines the best elements of both, or even new ideas that we have not thought of yet!
- Once this round of engagement is complete, we will review your feedback and work to create a final layout plan that balances what we heard from you with what is technically and financially feasible.

How will my input be used?
Once the engagement period ends, the project team will review and summarize all community input into an Engagement Summary Report, which will be posted here.
Your feedback will help shape the Master Plan in the following ways:
- Refine Design Options - Feedback from the community will help the project team adjust the potential layout and features of Grimston Park to ensure the design concepts presented in the plan are based on community priorities.
- Finalize the Recommendations - Community input will also help ensure the final Master Plan reflects the values and needs of the community.
The final layout for the parks will be shared on this project page for information before being incorporated into a Master Plan report with recommendations and presented to Council for endorsement.

Community engagement reporting and analysis
Feedback gathered during engagement will be reviewed and summarized into a ‘What We Heard’ report that will be shared on this page. Input shared through engagement will help shape the preferred direction for the park and ensure the Master Plan reflects community needs and values while remaining technically and financially sustainable.
