The City of New Westminster is updating its Parks and Recreation Plan! Share your input to help shape future priorities and investments in parks and recreation facilities, services, and programs for the next 10 years, while also describing a future vision to 2050. This plan will have an impact on all residents in New Westminster. Called the Parks and Recreation Comprehensive Plan, it has successfully shaped the delivery of parks and recreation services over the last 15+ years. The plan is now in need of an update to help the City improve recreation facilities, programs, and services across New Westminster over the next 10 years, while also describing a future vision for parks and recreation to 2050.Guiding principles Our parks and recreation amenities, facilities, programs, and services aim to be accessible, inclusive, safe, and welcoming to all. The following principles will guide the updated Parks and Recreation Plan to meet a wide range of community needs. We encourage you to think about what these mean to you when sharing your input:Diversity, equity, inclusion, and anti-racism: How can parks and recreation be more welcoming to people of diverse backgrounds and experiences? People, Parks, and Play: Connections for All

The City of New Westminster&rsquo;s Family Friendly Housing Policy came into effect in 2016. It marked the City as the first municipality in British Columbia to require a minimum percentage of three-bedroom units in new residential development projects including townhouses and apartment buildings. For ownership projects, 30% of units must have two or three bedrooms, while rental projects must have a minimum of 25% of such units. The Policy also provides guidance on bedroom design and size, and unit location within the building or site.<a href="https://www.newwestcity.ca/database/files/library/Family_Friendly_Housing_Policy_(July_2016).pdf" rel="noopener noreferrer" target="_blank"><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/b8a109a78c9c5d8cf0291d74a6cfc432633a7a40/original/1715366328/827cff080b79fcc46b79b74c3f808f99_Family_Friendly_Housing_Policy_%28July_2016%29_1.png?1715366328" style="width: 190px;" class="fr-fic fr-dii fr-fil" alt="Cover of The City of New Westminster’s Family Friendly Housing Policy "></a>The Policy was created alongside the City&rsquo;s <a href="https://www.newwestcity.ca/database/files/library/New_Westminster_Child_and_Youth_Friendly_Community_Strategy_Reduced_Size.pdf" rel="noopener noreferrer" target="_blank">Child and Youth Friendly Community Strategy</a>. At the time, the community was consulted for both projects, which found that 50.7% of parents who participated in the process reported that their housing situation &quot;somewhat&quot; or &quot;did not meet&quot; their family&rsquo;s needs. Extensive research was also part of the process. The research was focused on: the financial viability of three-plus bedroom units; case studies of similar policies in Canada; and design guidelines for family living. The work was supported by the Society for Children and Youth of BC.<a href="https://www.newwestcity.ca/database/files/library/Family_Friendly_Housing_Policy_(July_2016).pdf" rel="noopener noreferrer" target="_blank">Click here to read the 2016 Policy.</a> <h2>Why do we need a policy update?</h2>In the years since the Family Friendly Housing Policy was adopted, it has been found that 60% of the family units created in townhouses or townhouse-style homes at the base of a multi-unit building are increasingly becoming more expensive. In new apartment buildings, two and three-bedroom units are mainly on the higher and more expensive floors. The increased expense can greatly add to the cost of living for families with children.Also observed in the results of the Policy is that the size of units, amenity spaces, and storage spaces were often minimized in order to optimize the total number of units in a project. This can impact the functionality and livability<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/53fc4f437f2733df4e6c4aeff52d0282448f12f9/original/1715368098/de5d0b5257e7d592ab062a73b5533f63_Queensborough_Townhome_002.JPG?1715368098" style="width: 300px;" class="fr-fic fr-dii fr-fir"> of units for families with children.In response, the City is updating the Family Friendly Housing Policy. The goal is to better align design details with today&rsquo;s family&rsquo;s needs and current economic conditions. The upcoming policy work involves looking to other cities to learn how they plan for families in multi-unit buildings. An interesting example is Toronto with its <a href="https://www.toronto.ca/legdocs/mmis/2020/ph/bgrd/backgroundfile-148362.pdf" rel="noopener noreferrer" target="_blank">Growing Up: Planning for Children in New Vertical Communities Guidelines</a>. We are also working with an economic consultant to understand the policy&rsquo;s potential impact under current housing market conditions. <h2>How can I provide input?</h2>Join the online discussion with your fellow community members and tell us what design details are most important in multi-unit housing for family livability. Aside from having enough bedrooms, what are the spaces, amenities, and features that families need most? What works, what doesn&rsquo;t? <a href="https://www.beheardnewwest.ca/family-friendly-housing-policy-update/forum_topics/discussion-forum" rel="noopener noreferrer" target="_blank">Click here to share your thoughts</a>, and read what others are saying. The discussion forum will be open until end of day on June 2, 2024.The City is also consulting with local community groups, partners and organizations, and the development community. <h2>How will my input be used?</h2>Input gathered through Be Heard and other activities will help us understand the needs of local families living in multi-unit buildings. That understanding will shape the changes and updates made to the 2016 Policy. The results of the consultation, and how it informed the update, will be summarized and shared in a report to Council and on this webpage later in 2024.

Family Friendly Housing Policy Update

Project Update April 2024: City-led consultation was held from April 2 to 23, 2024. The feedback received is being reviewed by City staff and will be considered by the applicant. Staff will present the results of the City-led consultation to Council. This was the final opportunity for public comment on the [revised design] before it is presented to Council. What's being proposed?The City has received a rezoning application (Zoning Bylaw amendment) for 310 Blackley Street. The applicant is proposing to rezone the property from M-1 (Light Industrial Districts) to RT-3A (Queensborough Townhouse Districts) to align the property with the Queensborough Eastern Neighbourhood Node Master Plan. The Master Plan and the Queensborough Community Plan designate 310 Blackley Street as RM (Residential – Multiple Unit Buildings). The current M-1 zoning is inconsistent with this designation, and a rezoning application is required to bring the property into alignment with the Master Plan and Community Plan.The purpose of the rezoning is to align the zoning for 310 Blackley Street with that of the neighbouring properties, so it can be developed in accordance with the Master Plan at a later date through a Development Permit review. Demolition of the existing house, which was built in 1915, would be required to facilitate future development.The proposed RT-3A (Queensborough Townhouse Districts) zoning would permit a residential townhouse development on this site. Under this zone, three-storey townhouse units would be permitted.What is the Queensborough Eastern Neighbourhood Node Master Plan? The Queensborough Eastern Neighbourhood Node Master Plan was created to guide the development of properties within the area and includes parks, greenways, streetscape plans, and public realm design guidelines. The Plan was approved by Council in 2016 after consultation with the community, property owners within the plan area, the Queensborough Residents’ Association, the Advisory Planning Commission, and the New Westminster Design Panel. While the proposed rezoning is consistent with this plan, we have asked the community to submit any comments they might have about the proposed rezoning. 310 Blackley Street

What's being proposed? Official Community Plan (OCP) amendment, rezoning, and Development Permit applications have been received for 805 Boyd Street (Queensborough Landing Shopping Centre site). The applicant is proposing to subdivide off a 1.09 acre parcel in the southeastern corner of the Queensborough Landing site to facilitate the development of a 12,241 sq. m. (131,766 sq. ft.), four-storey self-storage building, with a floor space ratio (FSR) of approximately 2.78. The facility would include approximately 1,081 climate-controlled storage units. The proposed new parcel would contain 20 vehicle parking spaces, three loading spaces, and four short-term bicycle spaces. Site access would be secured by means of shared access easements with the larger Queensborough Landing site. The proposal would require demolition of a portion of existing building “F” (as shown on the first page of the proposed drawings). The OCP amendment and rezoning would apply only to the subdivided parcel and would not change the land use designation on the remainder of the Queensborough Landing site.Click here to view drawings of the proposed development.Note: This is one of two separate applications underway at the Queensborough Landing Shopping Centre site (805 Boyd Street). 805 Boyd Street (Storage Facility at Queensborough Landing)

Project Update: July 26, 2023: City-led Consultation for this project has now concluded. Feedback received from the community will be shared back here, and with Council as they consider this application for first and second reading later this year. What&#39;s being proposed?A rezoning application has been received to allow construction of a duplex at 926 First Street consistent with the <a href="https://www.newwestcity.ca/database/files/library/DUPLEX_TRIPLEX_AND_QUADRAPLEX___INTERIM_DEVELOPMENT_REVIEW_POLICY.pdf" rel="noopener noreferrer" target="_blank">Duplex, Triplex and Quadraplex: Interim Development Review Policy</a>. The duplex would have a proposed Floor Space Ratio (FSR) of 0.61. Both of the proposed units would be stratified, side-by-side, ground-oriented, and family-friendly with four bedrooms each. Secondary suites and/or a laneway house would not be permitted on the property.The proposal includes a total of two off-street parking spaces in a detached carport at the rear of the site, accessed via the lane.The proposal is to rezone the property from Single Detached Residential Districts (RS-1) to a Comprehensive Development (CD) District to facilitate the project.<a href="https://www.beheardnewwest.ca/37372/widgets/154265/documents/108634" rel="noopener noreferrer" target="_blank">Click here to view drawings of the proposed development.</a> How can I engage?City-led consultation on the project has now concluded. The City-led consultation is intended to offer an opportunity for public input before the project proposal is finalized and presented to Council for consideration.This City-led consultation could potentially take the place of the Public Hearing. When Council considers this project for approval, they will decide if a Public Hearing is needed.The final staff report to Council will include a summary of the feedback received during the City-led consultation process, as well as any feedback submitted directly to staff during the project review process. This report is anticipated to be presented to Council in fall 2023 and will be posted on this page once it is available.The review process is iterative and revisions are considered based on consultation feedback throughout the process. Final revisions will be made prior to the project being presented to Council for consideration.
