What's being proposed?

Rezoning and Development Permit applications have been received for a vacant site at 1321 Cariboo Street in the Brow of the Hill neighbourhood. The proposed development includes 15 secured market rental housing units in a five storey building with an approximate overall Floor Space Ratio (FSR) of 1.69. Three of the units would be ground-oriented, with one having access onto Fourteenth Street. The main entrance of the building would be off of Cariboo Street. Eight off-street vehicle parking spaces (including one accessible space), and 24 long term and short term bicycle parking spaces are proposed.

The applicants hosted a virtual Open House with a live Q&A session on April 6, 2022. Written feedback was accepted until April 20, 2022. Based on feedback received during the application and committee review process, the applicant has worked with the City to update their proposal. How can I engage?

There have been multiple opportunities for the public to provide feedback through the application review process. The process included applicant-led consultation and review by City committees. The review process has been iterative and revisions were considered, based on consultation feedback, throughout the process.

A Public Hearing was held on June 30, 2022, after which Council voted to support the application. All opportunities for engagement with this application are now complete.



Applicant-led Engagement Findings
The applicant-led consultation took place from April 4 to 20, 2022. The applicants hosted a virtual Open House with a live Q&A session through Zoom on April 6, 2022 and created a project website with a comment feature to gather public feedback. The applicant’s consultation summary report, including the comments received, can be found here.

What We Heard

Two community members attended the open house and two respondents submitted feedback through the project website, indicating overall support for the proposed development.

Applicant Response and Revisions

In response to City and committee feedback, some examples of changes made by the applicant to their proposal include:

  • Providing screening with landscaping rather than railings to allow for more subtle transition for a couple of the ground-level patios;
  • Adding some articulation around the ground-level unit entrances and incorporating step lights for stairs;
  • Adjusting some of the material change transitions;
  • Adding a convex mirror and corner bollard to help minimize vehicle conflict and to protect one of the building corners by the driveway;
  • Providing further programming details for the indoor amenity room;
  • Modifying the tree species selection, including the provision of shade and conifer trees.
