What's being proposed?

Maintain Recovery has applied for a Temporary Use Permit (TUP) to operate a residential recovery program for up to 10 men at 311 Louellen Street. The program would provide a supportive, group living environment for men transitioning from primary care treatment for substance use (drug and/or alcohol) and/or behavioural addictions (specifically video games and/or gambling), to independent living. Supports would include counselling, group therapy, peer support, recovery coaching, and life skills training for residents. The program would be required to register with the Assisted Living Registry, under the Community Care and Assisted Living Act.

A Temporary Use Permit is required as a residential recovery program is not a permitted use under the current RS-1 zone (Single Detached Residential Districts). The proposed permit would allow the residential recovery program to operate in this location for three years, with an option to renew for an additional three years, subject to Council approval.


How can I provide feedback?

The public comment period has now closed. At its meeting on October 3, 2022, Council approved the Temporary Use Permit.

There were two main ways to provide your feedback on this Temporary Use Permit application before Council considerd issuing the permit on October 3, 2022:

  1. Provide written comments to Council as part of the public comment period, open now until October 3.
  2. Applicant online open house was held on September 12.

Community members can submit written feedback using the comment form below. Comments will be provided directly to Council before they consider issuing the Temporary Use Permit. Comments can be provided in writing until October 3, 2022. Written comments can also be provided by sending an email to clerks@newwestcity.ca, or mailing a paper letter to City Hall, 511 Royal Avenue, New Westminster, BC, V3L 1H9.

Written comments received by 5 pm, three business days before the meeting will be included in the agenda package. Later comments received until the close of the hearing will be distributed on table at the meeting. All comments are published.

2. Applicant Online Open House

The applicant held a public online open house on September 12, 2022. The session provided information on the proposed permit and an opportunity was given to the attendees to provide comments and ask questions.

City staff will provide a summary of participants' questions and comments from the open house that will be provided to Council.


Permit Decision on October 3, 2022

At its regular meeting on October 3, 2022 New Westminster City Council will approved the Temporary Use Permit.

Based on a City Council decision that took place last year, only written feedback was accepted for this Temporary Use Permit applications. This means there will be no Opportunity to be Heard to make verbal comments to Council about the application.

    Hello and thank you for your questions. We have answered separately to the other questions you submitted.

    On August 29, 2022, staff recommended that “Council issue notice that it will consider issuance of a Temporary Use Permit for the proposed recovery program at 311 Louellen St. on September 19, following completion of public consultation and a Request for Public Comment Period”. This recommendation follows the typical Temporary Use Permit application process, in which public consultation is initiated after Council issues notice that it will consider the application.

    On August 30, the applicant and City staff initiated the public consultation activities, which are now ongoing. As part of these activities, properties within 100 meters of 311 Louellen St. were notified of the application through a postcard mail-out, and provided links to the applicant’s web page, the City’s Be Heard New West public consultation page, and information on the applicant’s September 12 virtual open house. Please note that John Knox Secondary School is located more than 100 m. from 311 Louellen St.

    Advertisements containing the same information were run in two issues of the New West Record newspaper. The Be Heard New West project page has been active since August 30, and also provides direction on how feedback can be submitted to staff, as well as Council.

    Properties within 100 m. of 311 Louellen St. were notified of the application a second time by the City, and provided instructions for submitting feedback directly to Mayor and Council during the Request for Public Comment period, from September 8 to September 19. The Request for Public Comment period notice will also be advertised in two issues of the New West Record.

    All feedback received will be provided to Council, and will inform their decision regarding issuance of the Temporary Use Permit on September 19.

    Thank you for your question and patience while we worked on a response. 

    Maintain Recovery is a counselling service that offers ongoing support and recovery management for individuals who have completed primary care treatment for addiction. In recent years, the organization expanded to provide family case management and early support to families struggling with their family members’ addiction. The proposed recovery program at 311 Louellen Street would be the first home of this nature for the organization. Given that this would be a new offering from Maintain Recovery, the applicant has chosen to apply for a Temporary Use Permit, as this would allow them to pilot the recovery program, and develop a positive relationship with the community throughout the duration of the permit. Maintain Recovery has purchased the property at 311 Louellen Street.
